This is what you need to know.

Do you live in Ward 6?

This is not easy to answer by maps alone. As you can see there are several spots in the middle of the map that are white. This designation is for “county islands” pieces of property and even whole neighborhood communities that are not part of the city of Las Vegas.

The best way to determine your actual city council voting district is by going to the Clark County registrar of voters website.  From this site you can look up your own voter record as well as see if you are in the ward 6 boundaries.

Will there be other candidates on the ballot?

Other candidates are allowed to submit a petition of candidacy to the city clerk’s office up to 20 days before the election to be placed on the ballot. At this time there are no officially filed candidates.

How does a candidate get on the ballot?

  NRS 306.110 Nominating petition for successors; verification of signatures; acceptance of candidacy.

1.  A petition to nominate other candidates for the office must be signed by registered voters of the State, or of the county, district or municipality holding the election, equal in number to 25 percent of the number of registered voters who voted in the State, or in the county, district or municipality holding the election at the general election at which the public officer was elected. Each petition may consist of more than one document. Each document must bear the name of one county and must not be signed by a person who is not a registered voter of that county.

2.  The nominating petition must be filed, at least 20 days before the date of the special election, with the officer with whom the recall petition is filed. Each document of the petition must be submitted for verification pursuant to NRS 293.1276 to 293.1279, inclusive, to the county clerk of the county named on the document.

3.  Each candidate who is nominated for office must file an acceptance of candidacy with the appropriate filing officer and pay the fee required by NRS 293.193 or by the governing body of a city at least 20 days before the date of the special election.

Important Dates:

Close of Voter Registration: The last day on which a person, living within the Ward 6 boundaries of the City of Las Vegas, may register to vote to qualify for the Special Election shall be Saturday, January 14, 2012 at 9:00 p.m.  The City Clerk’s Office is located at Las Vegas City Hall, 400 Stewart Avenue, First Floor, Las Vegas, Nevada and will be open for extended hours prior to the close of registration as follows:

Thursday, January 12  7:00 a.m. to 9:00 p.m.
Friday, January 13  9:00 a.m. to 9:00 p.m.
Saturday, January 14  9:00 a.m. to 9:00 p.m.

Residency: The last day on which a candidate could have become a resident of Ward 6 was Monday, December 12, 2011.

Petition to Nominate: The last day on which a petition will be accepted to nominate a candidate for the office of Councilman, Ward 6, shall be set for Wednesday, January 11, 2012 at 5:00 p.m.  All petitions must be filed with the City Clerk/Filing Officer for the City of Las Vegas in the Office of the City Clerk, Las Vegas City Hall, 400 Stewart Avenue, First Floor.

Acceptance of Candidacy: In addition, all acceptance of candidacy forms and filing fees ($100.00) must be completed and paid by a candidate on Wednesday, January 11, 2012 by 5:00 p.m.

Withdrawal of Candidacy: The last day on which a candidate may withdraw his or her candidacy shall be set for Thursday, January 12, 2012 at 5:00 p.m. with the City Clerk/Filing Officer in the Office of the City Clerk at 400 Stewart Avenue, First Floor, Las Vegas, Nevada.

Request for Absent Ballot: The last day to request an absent ballot shall be set for Tuesday, January 24, 2012 at 5:00 p.m. in the office of the City Clerk at 400 Stewart Avenue, first floor, Las Vegas, Nevada or the office of the Clark County Election Department at 965 Trade Drive, Suite A, North Las Vegas, Nevada 89030-7802.

Early Voting: Early voting shall be set for Thursday and Friday, January 26 and 27, 2012 at the Centennial Plaza (trailer), Centennial Center/Tropical Parkway from 9:00 a.m. to 5:00 p.m.  Early voting will also be conducted on Thursday, January 26, 2012 at Centennial Hills Community Center, 6601 North Buffalo Drive, from 10:00 a.m. to 6:00 p.m. and on Friday, January 27, 2012 at Albertsons, 4850 West Craig Road, from 10:00 a.m. to 6:00 p.m.

Election Day is January 31st.

Voting Centers: Ward 6 Election Day Voting Centers will be open from 7:00 a.m. to 7:00 p.m. for the purpose of this Special Election at the following locations:
Centennial Plaza (trailer), Centennial Center/Tropical Parkway
Albertsons, 4850 West Craig Road
Centennial Hills Community Center, 6601 North Buffalo Drive

This official notice hereby constitutes the Call for a Special Election for the purpose of recall as ordered by the Secretary of State’s Office on December 21, 2011.

His Excellency, President Abdoulaye Wade, and the Republic of Senegal, will host this year’s conference Dec. 15-19. The National Conference of Black Mayors, World Conference of Mayors and The United Nations are sponsoring a delegation of 250 local government leaders throughout Africa and the African diaspora to travel to Dakar, Senegal, for the conference, to continue the relationship being built between African-American mayors and the Senegalese mayors. While mayors from throughout the United States are attending, I am the only city council member from the United States expected to attend. The conference sponsors and the President of Senegal are covering all costs of my trip, including travel and accommodations.

Well what is wrong with a local elected official accepting a FREE trip from a foreign government to represent the state of Nevada at a conference.

This is what is wrong spelled out 10 ways as to why Ricki Barlow has no business representing the entire state of Nevada and the city of Las Vegas at this conference. He owed it to us to do his research before making this decision.

1. Children in Senegal are forced into begging and servitude. A problem the host of Mr. Barlow’s junket refuses to correct. See the slideshow Talibes in Senegal.
2. How many starving children in Senegal could be fed by the costs of flying, feeding, and transporting Mr. Barlow on his junket? Senegal one of the 48 least developed countries in the world.  
3. The State Department officially acknowledges ongoing human rights violations in this country. See the report here. 
4. We are still recruiting human rights workers to go to this country to investigate its government. Check it out here.
5. Senegal’s law criminalizing consensual sexual conduct among adults is discriminatory and invites abuse of homosexuals by both the police and the general public. Read the details here.  
6. His Excellency, President Abdoulaye Wade still has not prosecuted his crony for human rights violations. Read the Amnesty International report here
7. HIV AIDS policy in Senegal is years behind where it should be. Print the detailed report here.

9. Child brides as young as 13 are a legally accepted practice in this country. Read the article here. 
10. The government of Senegal has borrowed $30 million dollars to fight  poverty, yet its leader is essentially throwing an all expense paid party for international “Ricki Barlow” level politicians to party.

Ricki next time before you brag that YOU were the only city council person from the entire United States to attend a conference in another country try asking yourself if its because everyone else was smarter about it.

The world does not change for the better when we fluff leaders who do not work toward correcting human rights policies in their own country.

I am ashamed as a resident of Las Vegas Nevada to have Ricki Barlow representing my community at this conference.

This is quite a public service since I have always believed that Vegas is the perfect location for a zombie apocalypse. Plenty of stumbling drunks it would take a while to realize they are zombies.

We call on our protective services to not only do their job, but to take more direction from the agencies working with and for survivors. We ask those who legislate on our behalf to make our dignity a priority, and to initiate a federal commission and action committee on sexual assault. We stand against those who point, jeer, stare and whisper behind our backs. We ask that blame be placed where it belongs: on those who assault, harass and demean us.
